It is an antibacterial skin cleanser — effective in destroying harmful bacteria to provide antiseptic cleansing — intended for personal hand hygiene to help prevent the spread of bacteria.

Why 70% Alcohol and Not Higher?
Higher is not stronger with alcohol, which surprises most people. Ethyl alcohol works on bacteria by denaturing their proteins and disrupting the fatty membrane holding the cell together, and that reaction needs water present to happen properly. At concentrations approaching pure alcohol, the outer proteins seize up almost instantly and form a hardened shell that stops the alcohol penetrating further — so the cell is damaged on the surface but not reliably destroyed. Diluting to roughly 70% keeps enough water in the mix for the alcohol to carry on through the cell, which is why that range became the standard for antiseptic cleansing rather than 99%.
The practical consequences are simple. Coverage matters more than quantity — every surface of both hands needs to be wet, thumbs and fingertips included. And you let it air dry rather than wiping it off, because the contact time while the alcohol is still on the skin is when the work gets done.
